INVITATION FOR EXPRESSION OF INTEREST

RESEARCH CONSULTANT

PREAMBLE:

The Federal Road Safety Commission (FRSC) was established in 1988 vide FRSC Act Cap 141 Laws of the Federation of Nigeria LFN, 1990 as amended and today FRSC (Establishment) Act, 2007 is the lead agency charged with the responsibility of overseeing Road Traffic Administration and Safety Management matters in Nigeria; A member and current president of the African Group of the International Road Safety Organization (GPA-PRI). The Federal Road safety commission (FRSC) is statutorily placed under The Presidency. The commission is desirous of implementing evidence- based public policy in conduct of its statutory functions, through partnership with Universities, Institutes and academics with interest in Road Safety and Traffic Management.

2. STATUTORY FUNCTIONS

Within the provisions of its Enabling Act, the functions of the corps is spelt out in part II, and includes but not limited to the following responsibilities:

  • Preventing and minimizing road traffic crashes.
  • Clearing obstructions on the highways.
  • Educating drivers, motorist and other members of the public on the proper use of the highways.
  • Conducting researches into causes of road traffic accidents etc.
  • Determining and enforcing speed limits for all categories of roads and vehicles.
  • Make regulations generally for carrying out the objectives of the Enabling Act.

3. MOTIVATION

Desirous of achieving set of aims and in coming to terms with contemporary world best practices, the commission is in search of the services of reputable Research Consultant toassist in putting in place a formidable and enduring research and data based operations.

4. RESPONSIBILITIES OF THE CONSULTANT

The responsibilities of the consultant shall include:

  • Provide a course of skills acquisition and human capacity building in road safety research and data administration.
  • Provide a wide range of learning opportunities for members of the corps.
  • Carryout FRSC In-house research with the full participation of members of the corps.
  • Equip the corps with the required skills for critical examination of research reports and extraction of planning and policy implications for the attention and implementation of Management.
  • Create a research- based Data Bank for the FRSC and equip the staff with the statistical analytical skills storage and retrieval abilities in road safety data.
  • Facilitate staff exchange programmes with International and sister organizations.
  • Attract Local and International funding for researches in road safety.
  • Coordinate research endeavours of the Corps within the period of tenure.

5. THE PERSON

The person for this position shall have the following attributes:

  • A University Professor or experienced Senior Lecturer with proven academic research capability and with extensive research publications in road safety. The person should have a Ph.D, preferably in the field of Transportation (eg. Transport safety and Administration, Transport Geography, Transport Economics, Transportation Engineering etc.).
  • A senior Lecturer in Research Institute in the fields indicated in ‘a’ above.
  • Versatile in statistical applications to road safety studies and have a deep skill in ICT.
  • Proven international experience and linkage.
  • Hold membership of related Professional Associations, such as: Chartered Institute of Logistics and Transportation (CILT) etc.
  • Supervision of students at the M.Sc. and Ph.D. level is an added advantage.

6. TENURE

The tenure of office of the consultant shall be Full Time of one year only.

  • Not permanent: a person on sabbatical leave, leave of absence or any other applicable type of leave from Office shall be suitable.
