STAFF HOUSING COOPERATIVE

1.         INTRODUCTION
The Federal Road Safety Commission Housing Co-operative Scheme was inaugurated on 3rd June 2004 by Maj. Gen. HA Hananiya (rtd.) the Corps Marshal & Chief Executive. It is a complementary scheme to the Federal Governments’ National Housing Fund Scheme. The scheme is registered with FCT Department of Co-operatives as FRSC Staff Housing Co-operative Society Ltd. with Registration No 5345. It is also registered with Real Estate Developers Association of Nigeria (REDAN).

2.         VISION
The concept of this scheme was born out of the burning desire to assist members who also contribute to the National Housing Fund to access the Federal Mortgage Bank Loan and become proud owners of their houses which they may retire to.

3.         OBJECTIVE
The objectives of the scheme include:
(a)        To procure, build and allot houses and empty lands to her members.
(b)        To manage the estates for serving and retiring/discharging service-personnel.

4.         MEMBERSHIP
The Membership of the FRSC Co-operative Society consists of FRSC Staff who apply voluntarily for registration and is admitted in accordance with FHCS Bye Laws. As at date, four hundred and seventeen (417) staff have registered with the Scheme making various contributions ranging from five hundred naira to twenty five thousand naira. However, due to the prevailing economic crunch, about 71 members have withdrawn their membership and their contributions refunded them in full.

5.         MANAGEMENT OF THE FUND
The Funds of FRSC Staff Housing Scheme is managed and administered by:
(a)        An Executive Committee who sees to the day to day running of the scheme; Sourcing of Lands and physical Construction or Renovation of all  FHCS Estate, Sourcing for funds from FMBN and/or other International & Local Creditors; House & Land allocation, Processing and Repayment of FMBN Loan granted as well as management of FHCS Estates.

(b)        The Board of Directors headed by the Corps Marshal & Chief Executive, who oversees the activities of the Executive Committee and grant necessary approvals.

6.         ACHIEVEMENT  

a.         MAJ. GEN. HA HANANIYA FHCS SITE ESTATE KUBWA
The Housing Co-operative identified this estate containing 10 Units of 2 bedroom flats which was about 65% completed. After due negotiation, the estate was bought for the sum of Twenty Two Million Naira while the sum of Seven Million Naira was used to complete the Estate. Out of this amount the Co-operative took a loan of Twenty Six Million Eight hundred Thousand naira from the office and the balance from members’ contributions. The estate was completed and commissioned in December, 2005. Ten (10) members benefited from this Pilot Project at the cost of #3million each. NHF Loans have been processed for them but awaiting disbursement to enable us pay off the in-house Loan.

b.         MASAKA HOUSING PROJECT.
With the directives of the Corps Marshal and Chief Executive, the Housing Co-operative went into joint Venture with Staff Multipurpose Co-operative to develop their 9 Hectares of Land at Masaka-Nasarawa State.

The Masaka project when completed shall have.

  1. 100 Units of Detached 2 bedroom Bungalows.
  2. 86 Units of Semi-detached 1 Bedroom Bungalows.
  3. 2, 500 KVA Transformers.
  4. 2 Boreholes with steel over head Tanks.
  5. Good road network and drainages.
  6. Perimeter fencing with wire mesh and a Security House.

The Housing Co-operative has invested about #10.5 Million naira only towards the development of the Estate, while Fidelity Bank and Mc Mitchell Construction Company are the financiers and developer respectively.

At the moment development of the houses and infrastructure are at different stages.

c.         LOKOGOMA HOUSING PROJECT
The Co-operative applied and secured a parcel of Land measuring approx 19.58 Hectares from Federal Capital Territory Administration (FCT) for Housing development. Necessary fees have been paid to FCT (A) while the perimeter survey of the Land was done by the Surveyors of AGIS. Architectural Designs for 2, 3 and 4 bedroom (Detached, Semi Detached, block of flats and Duplex) house types have been developed for approval by the Development Control Office. This estate shall be developed under the Social Mass Housing Window of the Federal Mortgage Bank of Nigeria and Federal Housing Authority. The Developer, POLONs Engineering (Torden International Ltd.) have hitherto facilitated the land acquisition, architectural designs and plan approvals. We shall soon move to site.

d.         ARMY HOUSING SCHEME
Having established a rapport with the Post Service Housing (Army) Scheme, five (5) members of FRSC were offered some housing units. We also helped two of the five persons to pay the mandatory 10% cost of the housing units. Meanwhile, the mortgage loans are being processed by the Post Service Homes.

e.         OTHERS
The Housing Co-operative has vigorously pursued all other Land allocation and has received positive responses from Imo, Plateau, Anambra and Cross River States.   However, the Management Committee has adopted a geo-political zoning structure in the development of its estates. For example, the following cities have been chosen for our pilot estates in their respective geo-political zones.

While lands have been secured in the areas marked **, FHCS is working hard to acquire plots of lands in other areas.
