STAFFING
In line with the conventional management practice, the Commission recruited staff to man its expanding organizational structure. In all major recruitments, care was taken to consider national spread and federal character without sacrificing competence and merit.
Most staff of the Commission during the formative years were largely drawn from personnel of the defunct Oyo State Road Safety Corps, the National Road Safety Commission under the Police Highway Patrol and some members of the 1988 batch of National Youth Service Corps (NYSC). This group formed the two (2) Cadres of staff in the workforce of the Commission i.e Commanders (officers) and Marshals (non graduates).
Half a decade after the establishment of the Commission, precisely in 1994, the Commission had less than 2000 workforce out of which about 390 were Officers.
The fortunes of the Commission however changed in 1995 during my first tenure as the Corps Marshal and Chief Executive following the waiver granted the Commission by the Federal Government to recruit 5,000 Officers and Marshals. The first phase of the recruitment took place in 1996 while the second phase was in third quarter of 1997. The third and last phase of the general recruitment took place in the last quarter of 1997. These recruitments brought more than a significant improvement in the staff strength of the Commission bringing about wider coverage of the national highways (see Table 2 for current staff distribution by rank).
